Point and the scarping of the 8 I Point being devoted to the filling to if that be sufficient I presume the Military would be glad of some area whereupon to deposit their surplus Cutting - the greater mass however of this would be best disposed of North of the Cantonment and by Napier's in the "Island" area, and (as well for making it available for general purposes) for the purpose of drainage.
Napier's Range and Land adjoining N, and NW. may be suitably arranged for Residencies only and in dealing with that portion of the Peninsula the rates would probably be best fixed those in Victoria on the same Road Level.
Au I propose a site of the main Central and North Road by Cantonments, and as the 'Island area' is encompassed by hills and will be under any circumstances comparatively low I think it might be reserved for general recreation as the Plaza in Victoria.
In this submitting my views upon Newloon, and in explanation of the plans which I have prepared for the development of the District for the consideration of His Excellency the Governor I trust, I have been sufficiently explicit to enable His Excellency to decide upon the several matters to which I have adverted, and that if he should be pleased to sanction their adoption I have no doubt with the verbal
